During the last decade, intra-regional trade and foreign direct investment in the service sector have increased considerably, especially in Korea after the IMF bailout program. This study investigates the nature of characteristics, decision-making process and corporate networks of foreign business service firms in Korea. Specifically, intrafirm network is addressed utilizing corporate network perspective with questionnaire and interview surveys. The survey shows that parent-subsidiary relationships are focused on the mechanisms by which Transnational Corporations (TNCs) headquarters control and coordinate their foreign affiliates and subsidiaries in order to achieve investment purpose. The paper analyzed foreign business services firms in Korea are endowed with autonomy, but firms need to report complex issues regarding aspects of power relations, important decision makings (e.g. R&D) and bargaining relations, thus being in central control. To conclude, foreign business service firms in Korea are shown to have centralized international corporate networks in general. It is understood that regional development can be vitalized when korean local firms have close relationships with technologically advanced foreign firms utilizing superior technological characteristics and tacit knowledge. This study suggests that regional foreign direct investment policy should be targeted towards the incrementation of the potential of foreign firms as a knowledge-intensive industry not just towards the investments.
