Urban historic landscapes have failed to keep their historic values and their images as landmarks due to the construction of high-rise buildings nearby. This paper intends to make suggestions for improvements in building height control to preserve urban historic landscapes in Korea, and has sub-goals as follows.
- to understand the existing issues of building height control by the investigation of domestic legal systems and each domestic case.
- to propose the direction of improvement in the implementations and the systems of tools.
The results of this study can be summarized as follows. First, to accomplish the purposes of building height control, each of the related legal systems needs to be backed up so that review guideline must be adopted and regulation criteria as well as the areas of building height control must be specified in detail depending on site conditions or viewpoint. Second, various height restriction tools have to be adjusted according to the purposes and types of building height control to be well-matched, and finally, the scope of preservation purposes needs to be widened and just compensation needs be considered.
