This article intends to criticize the problems of established arguments which explain korean ‘Civil Movements’ on the basis of european ‘New Social Movements(MSNs)’ and to compare and analyze the similarities and differences between both ones. This tasks make it possible to prospect the phase and character of Civil Movements in the civil society more properly.
In a difference with korean Civil Movements, european NSMs was based on the ideas of radical libertarianism and grass-root democracy which required various everyday democracies and cultural liberation against the institutionalization of labor movement and the bureaucratization of institutional politics. And they showed the ‘newness’ in the respect to mobilize the unconventional, radical modes of movements to realize these ideas. Thus the viewpoint which interprets the Civil Movements as NSMs bringing just the diversity of issues into focus without fundamental understanding of the differences in the social, historical contexts and characters between both movements has a problem. This interpretation can be the logic which legitimates the moderate, ameliorating line against the radicalism of people’s movements by means of overestimating the civil movements.
