Conflicts over the siting of locally unwanted facilities are so familiar to the service providers struggling with the location of regionally necessary, but locally unwanted, land uses. This paper addresses three important themes: the cause of conflicts or disputes over the siting of locally unwanted facilities ; traditional approaches for resolving local public conflicts or disputes ; and the significance of mediated negotiations as a conflict or dispute resolution process. The ultimate goal of this paper is to lay the foundation for understanding and studying the significance of mediated negotiation in minimizing local public conflicts or disputes. The results of this analysis are as follows : (ⅰ) the acceptability of locally unwanted facilities can depend significantly on the interaction mechanism of government sectors, community sectors, and environment sectors ; (ⅱ) strategies for overcoming community opposition can be approached by compensational context, institutional context, or perceptional context ; and (ⅲ) conflicts over the siting of locally unwanted facilities tend to be ‘messy problems’, which involve a complicated network of interests and a broad range of issues. So mediated negotiation can work with a neutral to negotiate voluntary agreements under the complex conflict situations. The mediators act as “go-betweens” between the service providers and the community representatives. In many cases, mediated negotiation process can be used to prevent conflicts over the siting of locally unwanted facilities which are likely to emerge.
