In the public sector, it should be acknowledged that the LULUs(locally unwanted land uses) have double-edged characteristics: even though they are regarded as fundamental in order to expand social benefit (i.e. public interest), LULUs’ negative externalities cannot be overlooked especially for the hosting residents and areas. Among diverse conflict management procedures related with the location of locally unwanted public facilities, this paper primarily focuses on the joint application of compensation techniques and computer softwares. From the perspectives of compensation theory, it intends to derive negotiated standards and tools from the mutually shared factors between conflicting parties. Furthermore, this research examines the social relevance of computer-applied systems intended to expedite the resolution procedures. Meeting Works in the paper which could be used to support a wide variety of group decision, policy making, and negotiation processes is tested with the hypothesized scenarios built up on the case study of landfill location in Cheongju Areas. In specific, this paper suggests that a negotiated computer-applied process model would be useful in the public arena as it can enhance anonymity and free exchange of ideas, even without the typical face-to-face confrontation between conflicting parties or their members. Furthermore, its additional vantages are given to systematic and instant arrangement and storage of negotiated records and outputs, not to mention feed-back processes. Nonetheless. it should keep in mind that the alternative computer-applied process model cannot be regarded as a panacea against major public conflicts. In contrary, it should be complemented by a variety of methods of theoretical and empirical inquiry.
