The goal of this study is the construction of the basic data which propose the future driving direction and the alternative plan of Local Agenda 2l(LA 21).
For the purpose of this goal. this paper establishes the systematic evaluation items to evaluate the previous LA 21 report based on the previous LA 21 reports and documents.
Using these items. the consciousness survey on the public officials. experts and citizen parties of 53 self governments which have established the LA 21 is carried out. Based on the results of the survey. this paper analyzes and evaluates the present status of the LA 21 in Korea.
Among the items that asks the satisfaction degree, the insufficiency of the plan execution and the supervision system is the item that gets the lowest grades, 47 grades.
This result tells that few persons understand the LA 21. though the LA 21 has been made.
Consequently, LA 21 should be understood as the process of determining what is prepared and executed in order to improve the life quality of the citizen and to establish the goal of 21th century’s environment under the participation of the main member of the community. The success of the LA 21 depends on the agreement upon how makes the LA 21, the execution system, supervision and evaluation, and feedback system.
