In the past decade, the idea that local government could be served more efficiently by contracting the delivery of services to private profit-making firms has received considerable attention. This approach is known as purchase of service contracting with private firms, or private delivery of public services. In recent years, however, it has been argued that a number of local government services would be more efficient and effective if the benefits of private market competition could be introduced into public services.
With this growing awareness of needs for cost-saving or budget-cutting approach, this study attempts to evaluate the theoretical feasibility of introducing the concept of users charges into the delivery of public services in Korean cities.
Surprisingly, it was found that Korean cities, especially large cities including Seoul, have introduced some of the basic concepts of users charges into the delivery of urban services such as garbage collection, water and sewerage services. In view of the efforts of the last several years to improve productivity and management capacity at the local level, direct use of the private sector and adoption of private sector techniques and principles have been growing. For long term perspectives, such a system of delivering public services by private firms would reduce the role of public sector, and the so-called third sector will minimize the role of public sector in serving the people of local government.
