This thesis is the study on developing Taebaek city, Gangwon province recently elevated (July 1. 1981) to a city. The city is composed of Whangji and Jangsung, classified functionally as a mining town. Taebaek city is-required to assume an important role of a leading city to develop local area and to function not only as the growth pole of Taebaek coal field but also as a nodal point of regional economic activities. In order to develop itself the city Taebaek is required to strengthen the weaknesses which are peculiar to mining city - if there is no alterative industry, the city is destined to be deserted when coal is exhausted - and to induce the people to settle down there. Several important measures as follows are necessary.
1. Specialization of function according to each town areas and effect ive environmental adjustment of the city.
2. Prevention of coal dust pollution and construction of disposal plant for waste water from coalmine.
3. Establishment of transportation system which can separate urban transportation from industrial transportation.
4. Efforts for promotion of mining industry.
5. Encouragement to mining-related industry.
6. Connection of Mt. Taebaek as a national park and East coast tourism.
