In this paper, I aimed to consider the basic direction for the institutional renovation of the National Land Use Planning with the analysis of the conversion of the agricultural and forest land at the semi-agriculture and forest zones. For this purpose, I tried to clarify the changes of the conversion purpose, the situation of wide extension of converted land, and the distribution pattern and size of converted plots.
The summary of this study is as follows :
1. The land conversion at the semi-agriculture and forest zones increases continuously. And the purpose of the conversion has changed from factory construction to living-related facilities such as housing and restaurants.
2. The land conversion which expands to the suburban areas alongside the road shows the gradual extension of the sprawl.
3. The land conversion which mainly concentrates on the field of the hillside poses a long-term danger of polluting the agricultural land, because the paddy fields are located in the lower areas.
4. The average acreage of the converted plot is relatively small and restricted to the plots near the road. And, the locations of the conversion are irregular and decrease the efficiency of land use surrounding them. This will cause the environmental problems.
When we consider the institutional renovation based upon above analyses, it is necessary for us to redivide the agriculture and forest zones and the semi-agriculture and forest zones, paying attention to the environment, alongside the rivers and streams. We should also look into the institutional aspect to cope with the sprawl in the suburban areas which was resulted from the increased demand of the land for housing. And it is necessary for us to introduce the integrated concept of city and rural area so that we adopt the urban planning to the parts of the semi-agriculture and forest zones where the land use becomes city-like.
