Since, there has been a great demand on industrial development in suburb area, the concept of the quasi-agricultural- zone was introduced in the National Land - Use Plan at 1993 through reforming the National Land - Use Management Law in order to provide sufficient land supply. However it has mainly increased the possibility of urban sprawl.
In this paper, the distribution pattern of population and industry, the legal system, and the practical problems of quasi-agricultural- zone were studied.
The findings of this paper were summarized as follows;
1. The statistical index of population and industry indicates that the urban development pressure goes beyond city limits in most of metropolitan areas. In this condition, the Japan case shows that the sufficient land size surrounding urban area doesn't guarantee the stability of land price, but only increases sprawl which causes social and environmental problems.
2. According to legal analysis, the National Land - Use Management Law is not strict on land development control, so the chance for non-productive development such as restaurant, hotel is high. Most of the quasi - agricultural- zone originates from the area which is geographically easy to develop.
3. Portion of quasi-agricultural- zone is too high in counties surrounding the metropolitan area. Current situation of development shows that the manufacturing and residential development in quasi-agricultural- zone is concentrated around the large cities.
Upon the discussion listed above, this paper suggests the concept of "sub - zoning" that sub - divides the quasi-agricultural- zone in terms of environmental planning.
