The purpose of this paper is to estimate the environmental benefit of water Quality improvement which is based on people's willingness-to-pay shown by the Questionnaire.
Land use, industrial development, and citizens' activity in Lake Paldang watershed have been strictly limited by national regulations, which legislated to preserve water-related environmental management in Lake Paldang.
The results that the mean-estimated WTP for the water Quality improvement is about 3,000 won per month for each person, and 70% of the respondents bids it between 1,000 and 5,000 won. Zero bidding is 20.2% of respondents, and the main reasons are refusal of payment by respondents' rejection symptom which result from hypothetical market in the study and lack of understanding in monetary valuation of environmental goods. Finally, the environmental benefit is about 700 billions won per year, which corresponds to 0.2% of the gross national product and 40.8% of the environmental budget in Korea respectively.
