This article addresses the issue of national property management focusing on the effective management of the national land with no specfic purpose. The study begins with a review of literature on public property management in Korea including the legal foundations, institutional mechanism, current practices of public land management. This article also reports the findings from the quantitative analysis of data for the overall national properties over the past five years.
Recent statistics show that the Korean government owns about 19.5% of total land for various purposes. Currently, the central government designated 14% of those properties as the national land with no specific purpose. Our study on the current status of those land indicates that both central and local government in general have not given adequate attention to the effective use and management of those land. The neglect and under-utilization of the national land with no specific purpose stem from the seperation of the ownership and the responsibility for the management of national properties, the absence of consistent policy on the management of national properties, and the failure of finding the current status (location, magnitude, use, etc.) of the national land with no specific purpose.
Recent changes in the national and local government relationships and the rapid urbanization and industrialization in Korea require policy makers and practioners to improve current practices of national property management. Especially, the national land with no specific purpose would be better managed and utilized with the introduction several changes in institutional arrangement, training and hiring of professional personnel, and other management mechanisms.
