The objective of this study is to propose a systematic and quantitative methodological framework to encompass a district-level transportation evaluation. More specifically, it is composed of three steps :
Step 1. deals with the development of safety evaluation model. The purpose of this model is to identify how dangerous certain roads are in certain conditions. To obtain somewhat quantitative result, the concept of "degree of conflict" (C=In(pedestrian traffic<SUP>*</SUP>car traffic) between pedestrian and traffic has been devised and was applied to show how associative the degree of conflict is with the dangerous feelings of inhabitants.
Step 2 deals with the establishment of trip assignment models for the Daejo district in Eun-Pyung Ku, out of which 48 traffic analysis zones (TAZ) have been delineated. This, in turn, has been assigned to road network using the Dial's multi path traffic assignment model. The diversion parameter of the dial model has been calibrated as 0. 091 and other parameters such as a1. a2, a3, and beta as -2.0, 6.0, 10.0, and 1.5, respectively.
