This is a study of the MACHIZUKURI practiced in Japan, which increased the development and expansion of the local industry, improved the maintenance of social infrastructures and living environment for the inhabitants. With the beginning of the local government, there are numerous policies and strategies which must be established. The purpose of this study is to investigate the regional activation strategy in Japan to obtain basic data and to investigate the possibility of its future application to urban and local developments and renewal projects in Korea.
To meet such goals two approaches are employed. The first part of this two- part study consists of its theoretical approach. And the second part consists of case studies of the implementation of MACHIZUKURI from the beginning. It is investigated, analyzed and its characteristics are investigated to understand the methodologies and the operational procedure of MACHIZUKURI.
In this article, as part of the research, the strategies of MACHIZUKURI are structured and as a result a theoretical foundation is established. The basic principle and ideas of Japan's concept of the MACHIZUKURI is scrutinized. The related laws and regulations of MACHIZUKURI which are closely related to the everyday life of its regional inhabitants are investigated. The system for regulating the implementation of MACHIZUKURI is also investigated. The process of converting opposing inhabitants into active participants of the MACHIZUKURI and the relationship with the local government is investigated to understand the characteristics of the movements by the inhabitants. The main findings derived from this study are as follows. First, MACHIZUKURI covers wide ranges of urban phenomena, hardware aspects such as facility consolidation and software aspects such as environment preservation. Second, the policy tools to realize MACHIZUKURI are utilized within the institutionalized system boundary because it is accompanied by responsibilities. Third, MACHIZUKURI induces active local residential participation owing to local government's positive policy measures, which expands self-government, for residence movement.
