The study investigates a strategy to create urban design goals based on residents’ life. Using the views of transactional theory between men and environment, a unit of analysis is proposed to measure a suitable environment to a man. This study takes the case of Koreatown design to illustrate the process of goal making. A community survey including participatory observation, deep interview, image map drawing discovers four modes of acculturation among Korean immigrants. They are isolated Koreans, dual-cultural Koreans. assimilated Koreans, and cosmopolitan Koreans. Each mode of Koreans has different cognitive knowledge. emotional attachments, and evaluative attitudes related to Koreatown. By analyzing survey findings, Koreatown is found to play four different roles to Korean immigrants’ life. Koreatown is a self-contained community for isolated Koreans. Koreatown is also a transitional community for dual-cultural Koreans. Koreatown is an educative community for assimilated Koreans. Koreatown is also a political community for cosmopolitan Koreans. Urban design goals are emerged from this community survey to support the immigrants’ life and to guide proper acculturation to American mainstream society.
