Recently there is a strong rise of public concern over the public sector development plan and public infrastructure arrangement against deteriorating residential environment. It results from the compulsive implementation by the administration official in the absence of the public hearing and discussion making in the planning procedure.
The purpose of this study is to propose the efficient method minimizing the disputes among the residents and project implements in the process of urban planning project.
The main contents of this study are as follows; First, investigating. the legislation of public involvement in urban development plan in Japan, comparisons of public participation in urban development are made between that of Japan and Korea.
Secondly, the characteristics of the project implementation and the factors of resident conflict in the case of Korea and Japan are dicussed directly relating to public rights and benefits in public housing development projects.
Thirdly, a case study area of housing development project by public sector is selected.
Questionnaire survey is conducted to investigate the resident response, evaluation procedure, the method of compensation and countermeasure, the level of resident participation.
