Few years ago, the government had embarked upon an aggressive permanent rental housing program to improve housing service for low income households. However, the program had been initiated without clear understanding of the household characterisitcs of target groups and their varying demands. Therefore, the program was not able to meet its intended goal, and has been discontinued. Although the program had its own problems, it must be continued in a revised format, rather than being discontinued, to improve welfare position of low income households.
For this study, the authors conducted an opinion survey among the residents at perm anent rental housing units at three different areas in Pusan, and, based upon the analysis of survey results, make following policy suggestions.
1. It is necessary to reevaluate the selection criteria of would-be-residents by taking their household characteristics and varying demands into consideration.
2. It is necessary to lengthen the lease period from 2 years to 4-5 years and longer.
3. In order to meet varying demands of different low income groups, it is necessary to avoid standardized, uniform approach by sypplying different types of rental units in terms of size, number of rooms, and shapes.
In order to provide low income households with stabilized, permanent housing service the permanent rental housing program must be continued but in a revised format.
