This study focuses on the development strategies for technopolis in Korea. Five sites are designated by the government, which include Kwangju, Pusan, Taegu, Taijon, Chunju and Kangnung. Among them four, except for Kwangju are going to be developed by local government, and Kwangju by the national government.
The paper has reviewed master plans of these sites, and found that they lack government planning mechanism for hi-tech project on the local level. like Japan where special law for hi-tech project development is enacted by the government, there needs such strong legal support for local government to implement master plan of technopolis. This paper also suggests phased development instead of all-out development which reduces financial risk in the development process. The success of this project depends largely on the participation of both citizen and business people. It seems desirable for government to organize citizen group to help the project form the start.
