Spatial development is an explicit public function in Western Europe. It has a long history, backed up by a multitude of policies and implementation tools. Spatial development in Western Europe has in many instances been guided by the prevalent values and aspirations of the times. The gist of such values and aspirations has mostly been epitomized in the goals and objectives embodied in the official planning and government policy documents.
The aim of this paper is to review the goals and objectives of spatial development as they have been documented in three Western European nations. These three nations are the United Kingdom, France and the Federal Republic of Germany. These three nations share many commonalities, as well as differences nation, in spatial development.
The reveiw of the spatial developmental goals will shed some light on the direction for which these three European nations are headed in urban and regional development. It will also give clue to the dominant value and aspiration prevalent among these three nations in national physical development. The lesson derived from the review will also help Korea in articulating its system of spatial goals and objectives.
