The objective of this research was to measure the level of associational life, social capital (trust) and confidence in political institutions and to examine the causal relationship among these variables in South Korea. This research utilized time-series comparisons and cross-national analysis using World Value Survey Data. The significant findings were as follows: First, Korea differed from Western democracies in terms of the relationships among these variables. Korea proved contrary to the general case that the more people become involved in civic associations and political activities, the more they will trust fellow citizens and have confidence in the government and political institutions. Second, as in advanced democracies, education was the most powerful factor in explaining Koreans' social and political engagement level, but in contrast, affluent, highly-educated Koreans were more likely to distrust political institutions. Lastly, although civic engagement and political participation increased from 1981-1997, interpersonal trust and confidence in political institutions declined. In sum, Korea has undergone a "downward cycle" in terms of social capital during democratic transition and consolidation.
