This paper compares the workfare policies in the US, Britain, and South Korea, since the mid1990s. The aim of the paper is to examine how a social policy can be transformed in different economic, social, and political contexts in different countries and yield diverse policy outcomes. Although the workfare policies in the three countries had a similar policy aim, i.e. the achievement of economic independence of the welfare-dependent poor, the implemented policies displayed significant differences in ideology, targeting group, and practical strategies. Despite these dissimilarities, the experience in the three countries also implies that 1) the education-centered approach is a possibly more effective strategy than the employment-centered approach in the long run; 2) various kinds of income support and social services are essential to reduce poverty of welfare recipients through employment, and 3) publicly funded employment of last resort programs are necessary for the most disadvantaged group who can not find a job in the regular labour market.
