Recently, the state has been launching grand development projects despite strong opposition from civic groups. The main reason for this conflict is that the logic of the development policy from the succession of authoritarian regimes still exerts strong influence in spite of democratization and increasing emphasis on cleaner environment.
The existing grand development projects, which require a large resource investment, application area and project cycle, have following. characteristics. First, these projects rely on the logic of 'national interest is public interest' and are accorded special legal position. Second, these projects, which are often initiated and designed by government officials without sufficient experience in the field, are launched without adequate consideration of their feasibility. In spite of the high level 'uncertainty' involved, therefore, a waste of public money and irresponsibility are structured within the policy structure. Third, these projects have a closed policy execution structure, making it very difficult to amend or interrupt the project plan.
Needless to say, these characteristics of grand development projects produce unsustainabilty by wasting large sums of public money, dividing the society and destroying the local community and ecosystem. In view of this, the paper suggests the implementation of the following measures to secure and improve the sustainability of these projects: 1) establishment of new public value through consensus-building by redesigning the development policy process from the very beginning; 2) improvement of supervision on policy mistakes by allowing greater involvement of civic groups; and 3) institutionalization of responsibility about public value by reorganizing government structure and institution.
