This treatise is on the synthesis and the arrangement of many arguments on the financial innovations of Northern Sung.
Though lots of the financial problems have been raised about Northern Sung from its early ages, the arguments, mainly, have concentrated on the costs to keep Armies and to keep Bureaucrats.
In the age of Northern Sung, the agression of the external races caused to increase troups continously, in 1041 the figure had been increased to more than 1,250,000.
The figure of mandarins had been beeing increased from the beginning of Northern Sung, therefore in the middle it could keep considerably many mandarins.
The increasing of the troups and the mandarins was so heavy, that it, consequently, pressed the finance of Northern Sung, and that expenditure was bigger than revenue.
And therefore, the theory of reforming the financial problems began at the early Sung and became active at the middle, though some reforma tives were peformed, no basic solutions were made until Wang An-shih led the reformations,
Though Wang's reformation wre said reformative, in the case of financial problems such were just no more than the implementations which had been being argued since the midle age of Sung.
Comparing with the preceeding ages, the financial problems of Sung had been. changed greatly, which ascribes to the system of profesional troupe and the mandarin system under the Emperor.
