This article will focus on the conceptions of America by the staff of the Korean Legation to USA, who had been dispatched to America after the 1882 Korean-American Treaty, and the characteristics in the conceptions. The officials had seen and examined the American currents in their long stay, and done their services in the key posts in Korean government after their mission to America.
Min Yŏng-ik and other Special Missions to American(Bobingsa, 報聘使) basically thought that America outmatched Japan and European countries in all regards. Nevertheless the differences in their political positions and views of the world led them to the distinctions in their attitudes regarding the availableness of American institutions to Korea in pursuit of self-modernization or national strengthening.
Pak Jŏng-yang and other staff to the Legation conceived America, materially rich and far-away from Korea, as the state with less interest in its territorial expansion and as a country so religion-dominated as to think highly of morals. Based upon this view favorable to America, they regarded it as a power which could check other Powers and give assistances to Korea for the latter's independence and strengthening. While, based upon Confucianism, criticizing the problems of capitalist economic system and the social system of America, Chŏng Kyŏng-wŏn entertained the favorable thought to American self-strengthening policies.
Based upon their own views of America, they followed the pro-American policies for the check-and-balance in the East Asia while mounting the modern reform movements after the model of America. They had kept this line until the 1905 Korean-Japanese Agreement despite the fact that America had not offered sufficient assistances favorable to Korea. There were even some people among the staff, who afterward fell into pro-Japanese people (Ch'inilp'a , 親日派). The problem that they did not conceive America as it was offers some insights to Korean people living in the 21st century.
