This study is on the actual conditions and the improving methods of fire shutters. The improving methods suggested in this paper are as follows; 1) With respect to the public information, public information about the limits of the fireproof performance of fire shutters should be reinforced so that building designers install fire compartments in the order of fire wall, fire door, fire shutter, built-in exit fire door in the process of building permission agreement. 2) With respect to the law system, the laws for fire shutters should be reformed to bring form-approval-system about parts of the fire shutters. Sprinkler systems for protecting the fire shutters should be obligated to be installed to such buildings as department stores and large sized discount shops. And qualification system of licences should be introduced for installing and inspecting the fire shutter. 3) In construction and supervision of construction work of building, fire shutters should be designed to come down when either a smoke detector or a heat detector works. And building construction supervisors must attach completed inspection documents about fire facilities such as fire shutters in the processing that buildings are built. 4) In maintenance and management, a duty of inspection and management should be imposed to people concerned and a duty of periodic education and training about the fire shutters as well. Penalties must be heavier to violators. 5) In guidance and supervision, education to building owners should be carried out in time of fire safety tests. Moreover, a foundation of regular safety test for fire shutters should be introduced.
