The purpose of this thesis is to analyse what will be the future development of foreign trade and commerce policy of usa under the wto system. we can prospect the change of the world trade order as follow from the departure of world trade organization.
First, the world trade order will be to persue the stable trade order on the basis of the free trade.
Second, the liberalization range of trade will be expected to the most part of the field including agricultulal products, service, investment and intellectual property rights etc.
Third, even though the wto will play an important role in the world trade order, territorism and bilateral agreement for trade will be remain.
On the asumption that the amendment of the trade act of usa, this thesis analized the direction of trade and commer policy of usa under the wto system, which is localized to environment, labor standards, worker's right, competition policy, the protection of intellectual property rights, opening of financial maket, illicit payment, openness in international proceedings and so on.
As the resulte of the study, we concluded that usa will use the bilateralism and the article 301 of the trade act as the measure which makes another countries open their markets.
And clinton administration restored the article 301 of the trade act after the agreement of uruguay round even though it was limited to 1995. therefore, korea has to review the trade and commerce policy and work out a effective countermeasure in order to the stontaneouse measures against the perecution of opening market from usa.
