Recently world economy seems to be unified to the market economy after the collapse of former Soviet Union and the east European bloc. On the ohter hand, the world economy trend become regional group, that is, economy integration among neighbor nations.
In the changes of international economy situation, confrontation between South-North Korea has come to the most important turning point. For the reunification of S-N Korea, economy integration is inevitable. But economy integration is not easy to come true, because of differences of their economy system. So it is desirable to minimize the differences. In spite of heterogeneity of economic system, we are sure that economy integration of N-S Korea is the most important national task to be realized in view of the good experience of Germany and Yemen.
The purpose of this paper is to present the phased model and accesible program. The phased model of economy integration between S-N Korea could be summarized as follows:
1. preconditional period
2. a step of partly economy integration
3. a step of economy integration in a period of transition
4. a step of general economy integration
5. a step of national reunification
The phased plan between S-N Korea could be summarized as follows:
1. preconditional period: this step must propel direct investment & direct trade at same time as breaking from conventional form of indirect trade between S- N Korea
2. a step of partly economy integration: this step must introduce principle of open market economy and partly economy integration especially as partly economy integration we propose the placement of South Korea's exclusive industrial site and establishment of a joint industrial site and abolition of custom duties and import quata.
3.A step of a transitionnal period economy integration: conquesting heterogeniety of economy system north korea, north korea economy must introduce the openning economy gradually.
secondly, conducting policy of co-operation tariffs, south-north korea must concerntrate our effort on effects of trade creation and trade convertion
thirdly, we must come true integration of currency. as method I propose introduction of currency exchange from the third nations.
forthly, south-north korea needs the establishment of a supervisory organization to regulate more vivid economy policy as super-national-organization consisted as s-north korea's economy ministry: a committee of s -north korea economy regulation (provisional name)
4. A step of general economy integration
firstly, this step needs super-national economy organization in the system of S-North korea integration. super-national organization consists of small structure of three parts: s-north economy committee, s-north korea summit conference & related-ministry talks, s-north korea economy justice.
Taking an important role of mutual decentralization, they will take a planary, control part of general economy policy. secondly, liberation of production factors included labors must come true complete.
5. Regard as politics integration between s-north, we reserve a specific pattern of reunification between south -north korea, but this thesis would be introduced as follows:
the one is reunification by south-north korea's single system.
the others is reunification by south-north korea's duel system.
