In view of the enormous post-war growth and importance of Yokohama as a port city and center, the following points are considered:
a) Foreign trade had been greatly encouraged and facilitated;
b) Port services and facilities have become state-of-the-art;
c) Stress has been placed upon the port city's international role.
Bearing in mind these emphases, the City has steadily developed coastal facilities under a master plan.
Because costs are astronomical, the unions under which fishermen operate have received enabling funds from the City. Negotiations between the City and the Unions have involved a discussion of environmental impact. The present article treats problems of expansion and environmental impact in the city's coastal modernation plan.
The following topics are considered:
a) The available fishing area within Tokyo Bay;
b) The port city of Yokohama in an age of economic development;
c) Coastal development and long-term fishing prospects;
d) City and union negotiations treating career re-training for fisherman as fishing areas dwindle because of development.
For a decade, bel(inning in the mid-1960s, coastal land reclaimed for chemical and heavy industrial development resulted in various problems. While economic factors looked promising, yet ordinary citizens began to question sound economic planning for all citizens- -not just coastal development. 'Where shall we go from here?' citizens worried not only about development but about the long-term quality of life.
Because fishing in Yokohama is an integral aspect or city history, a decision was made to continue to support this small coastal industry. In this respect the importance of land planning was considered; coastal water must not be subjected to excessive development for industrial purposes; if it is, fishier, ana" will dwindle further. It is held to be important that both sane ecological planning and the preservation of tradition~l fishing villages go hand-in-hand. Now and in future, the whols picture must be carefully looked at under the major assumption that a livable environment is both possible and necessary.
