This paper tries to shed light on the history that the Concept of NGO(nongovernmental organization) has originated in the West and in Korea, and the substantive definition of NGO in Korea. The concept was formally used in the UN Charter in 1945. In Korea, the concept of NGO was publicized with the introduction of 1992 Rio Environmental Conference.
In the beginning, it meant a private organization pursuing public interest by assisting the inter-governmental organizations. But today, it plays a positive role monitoring government activities and company transactions either in the international or in the national stage. In Korea, the substantive definition of NGO is summarized with four conditions: established with autonomous persons; non-exclusive membership admission; activites by mainly volutary workers; pursuing public good.
Therefore NGO is in substance different from NPO(nonprofit organization), public-interest organization, inerest group, private organization, social movement organization in Korea.
