Jeonju has been the capital of Later Baekjae for 37 years since Kyonhwon founded it. Jeonju, in its zenith, was one of the largest cities during the later three kingdoms period and boasted both monarchal and capital city with respective fortifications.
It is assumed that Jeonju was located based on the' four-spirit' belief (四靈信仰), symbolized by such totems as giraffe-phoenix-dragon - turtle which originated from China as city protecting force. The existing place - names such as 'giraffe peak' (麒麟峯), 'phoenix rock' (鳳凰巖), 'dragon - head hill' (龍頭峙) are presumed to have existed pre - Koryo period. Also, recent academic survey has revealed the existence of the' turtle-rock'(龜岩), so as to prove that the symbols of 'four-spirit' belief did indeed remained in the area.
The capital of Later Baekjae is inferred to be northwest-bound and this direction matches with the discovered remains and the names of the 'four-spirits'. However, the overall direction of the city is believed to have turned southbound after Later Baekjae fell to Koryo. Koryo has deliberately modified the structure of the Later Baekjae's capital, based on the 'feng- shui' thought. Koryo also changed 'Jihwang' god(城隍神), which functioned as the worship centre of the indigenous population, into the family of king Kyungsoon, the last king of Shilla. Such attempts of Koryo may have been intented to prevent the uprising of Later Baekjae forces.
The change of city structure, intentional destruction, and regional discrimination policy as highlighted by' ten articles of royal testament' (訓要十條) by Koryo led to the transformation and distortion of Jeonju's' four. spirit' belief. Only the' turtle rock' may have survived to function as the object of folk religion.
