This study attempts to analyze the structure and function of national homeless support programs (HSP) in Korea after 1998, especially by focusing on the housing support program to <Working Poor Homeless>. This study mainly dealt with three physically and mentally significant types of homeless: 1) disabled or homeless with mental and physical problems, 2) unemployed homeless dependant on alcohol, 3) working poor homeless who want to escape from homelessness.
The main questions of this study are : 1) Validity concerning the objective of HSP, 2) Sufficiency of the supply of HSP, 3) Effectiveness of HSP. The first question is answered by examining the coincidence of structure of HSP with the type of Homeless. The second question is answered briefly by analysing the scale of homeless excluded from HSP. The last is answered mainly by focusing on the scale and situation of homeless who escaped from homelessness.
The main concern of this study is to re-evaluate the outcome of homeless support programs, suggesting the re-construction of this program in terms of its system and functions and the reinforcement of the housing support program for working poor homeless. More important, this study also suggests the need of the reform in the Korean public assistance system and housing benefit, and the reinforcement of housing benefits. All of these suggestions are based on a perspective to emphasize the importance of the development of support system as the focused support system.
