The rural settlement has been considered as a model for humen aggregate life that has the nature of a self-sufficient economy and a socio-cultural activity. But it has gradually incorporated into urban sphere as the impact of industrialization and urbanization has spread over a whole country. The purpose of this study is to find out the systematic ecological approach in land use and settlement reorganization in rural area.
Increasing concern on environmental issues should be developed to formulate the new structure of politics and examine its possibility on the basis of postmodern ecology. In the sense of ethological symbiosis and difference, in particular, the active exchange between urban and rural settlement (e.g., visit of urban people to rural farm) can be the very first step of "real mutual development". Also the consolidation of agricultural land into residential use should be simultaneously analyzed and designed in this study.
Soft tourism can be the best alternative way that human assess to the natural, while mass tourist destroyed the natural and historical cultural heritage well preserved before. There has been a growing awareness of the socio-cultural and environmental impacts of soft tourism on a region. Besides the impact of soft tourism, it is worth to put more attention to the German landschaftsprogram and scheme. Its integrated approach reports successful implementation cases covering land allotment, environment protection and physical landscape management together.
Haphazard rural development up to now and following separate action plans are causing serious problems to perform further environment master plan of higher. Therefore the planning system and instrument for environment-friendly rural area should comprehensively include the development scheme of regional agriculture for our future environment. By this effort, the rural settlement can be activated and identified, and it accomplishes the total environment development in the long run.
