With the expansion of social overhead during the '60's and '70's, and by expanding to markets abroad during the '80's our construction industry has laid the cornerstone towards economic prosperity and development of construction technology. Due to the peculiar character of the industry and of the Korean market, qualitative growth, in proportion to its quantitative one, has been low. And as a result, there has been an increase in fraudulent construction and, accordingly, in human casualties and social loss. In light of the current situation, this study, aims to examine the causes of fraudulent construction, and to continue research on measures to improve and counter it with emphasis on responsibility supervise system. The influence of the construction industry on society is vast, so the general mistrust of the industry as a result of accidents caused by fraudulent construction, and the decrease of the industry's international competitiveness is fatal. The responsibility inspect system that is the core of the countermeasure we are proposing is one that has shapely strengthened the current responsibility supervise system.
