There are many problems in the urban planning system of Korea, on account of the inconsistency of the Act organization. Especially, because of absence of the District Units Building Control System which should play an importnat and intermediate role between the Urban Planning Act and the Building Act, the building control system has not operate effectually to the urban land use showing the tendency to more various and complicate, and the creation of comfortable urban space is difficult to be expected. So, the purpose of this study is investigate the District Units Building Control System of England operated and used with unique and reasonable method, through apperciation of the contents of them, analysis of the modeling case study and pick out the characteristic facters of them. And to find out the problems of the District Units Building Control System of Korea,extremity, to offer a fundamental data and to show up the improvemental method for the establishment of that.
