In this study, the main purpose of this study was to prepare the imposition procedure to prevent damage to landscape resources and the calculation method that reflects the multifunctional value of landscape resources through expert survey analysis and landscape unit type evaluation. In particular, the improvement plan based on Ecosystem service value evaluation and landscape unit type evaluation data, was verified through a comparative analysis of the development area between the existing plan and improvement plan in Gwangmyeong Distribution Complex Urban Development Site in 723-1, Gahak-dong, Gwangmyeong-si, Gyeonggi-do. A summary of the findings is as follows.
First of all, the 34 copies have consistent with AHP analysis results for the imposition procedure items during the expert questionnaire analysis showed that the average weight of the avoidance stage was 0.3679, 1th priority, the reduction stage was 0.2414, 2th priority, the internal replacement stage was 0.1816, 3th priority, the external replacement short stage was 0.1121, 4th priority, and the payment stage was 0.0969, 5th priority. Based on this, it is considered necessary to discuss the necessity of avoidance, reduction, internal substitution, and external substitution steps prior to the existing simple imposition procedure.
As a result of frequency analysis of calculation method items, 37.8% of the respondents answered "the amount charged per unit area of KRW 300/m2" items were the highest, and 55.6% of the respondents that overs majority answered "the actual value of natural environment and landscape resources is not reflected or undervalued."
Based on the survey results, improved the calculation method for the amount imposed per unit area, regional coefficients, and calculation structure. First of all, for the amount charged per unit area, the value estimates were calculated by dividing the ecosystem types of forests, farmland, grasslands, wetlands, and rivers into three values: species, biotop conservation, recreation, natural experience, and non-visual. 1,421 won was calculated in terms of preservation of species and biotops, 316 won in terms of recreation and natural experience, and 107 won in terms of non-visual. The combined amount was estimated at 1,824 won, 6.10 times the amount charged per existing unit area of 300 won. In the case of regional coefficients, a value coefficient of 4.0 was applied for Class I, 3.4 for Class II, 2.8 for Class III, 2.2 for Class Ⅳ and 1.6 for Class Ⅴ based on the type evaluation of landscape units.
A comparative analysis was conducted between the existing plan and the improvement plan based on the previous calculation method improvement plan. The existing plan was 152,709,600 won, the unit levy improvement plan was 931,528,400 won (6.10 times the existing plan), the regional coefficient improvement plan (598,016,880 won (3.92 times the existing plan), and 1,203,691,700 won (7.88 times the existing plan). In the improvement plan to reflect the reduction through maintenance and improvement, KRW 1,150,668,700 was imposed for the maximum maintenance area (7.54 times the previous plan), while the area excluding ecosystem damage was increased by 10,989m2 and the area of damage was reduced for the same area. If the grade was improved maximum, KRW 1,133,397,700 (7.42 times the previous plan) was charged, and 10,989m2 was improved in terms of recreation and natural experience, and the damage area was reduced for the same area.
However, it is believed that there will be limitations such as the prior research data of unit charge value estimates presented in this study is not equal for each ecosystem type, and the regional coefficients are simply uniformly graded, so it is necessary to secure and reflect quantitative basic data in later studies.
