본 연구는 우리나라 바이오산업 분야의 경쟁력 제고와 COVID-19와 같이 갑작스런 중증급성호흡기 질환과 같은 인류를 위협하는 감염병 등에 능동적 대처를 위해 현재 우리나라의 바이오산업을 이끌어가고 있는 공공바이오클러스터의 특성과 클러스터 클라이언트 기업의 성과에 미치는 영향을 실증하였다. 또한 그동안 선행연구에서 다루어지지 않았던 공공바이오클러스터의 지원시스템인 실험동물시스템과 분석시스템의 매개효과에 대하여 살펴보았다.
본 연구를 통하여 공공바이오클러스터의 문제점이나 개선 사항 등을 살펴보고 바이오산업분야의 기업들이 좀 더 신속하고 경쟁력 있는 성과를 만들 수 있는 방안을 모색하면서 최근 자생적으로 새롭게 출현하고 있는 민간바이오클러스터와 같은 새로운 형태의 지원 체제의 필요성을 모색해보고자 하였다.
본 연구의 수행과정은 먼저 이론적 연구를 통하여 바이오산업의 개념과 전체적인 산업동향에 대하여 정리하고, 우리나라의 공공바이오클러스터의 특성과 클러스터 클라이언트 기업성과 및 공공바이오클러스터 지원시스템간의 관계에 관한 선행연구를 정리하였다.
또한 실증분석을 위하여 연구모형을 설정하고, 연구모형에 대한 검정을 위하여 구성요인들 간의 관계에 관한 가설을 설정하였다.
가설검정을 위하여 공공바이오클러스터의 특성 및 기업성과, 매개변수에 관한 조작적 정의와 측정 문항을 구성하였다. 또한 설문의 구성과 자료 수집 및 분석 방법을 제시하였다.
가설검정은 표본의 인구통계적 특성과 구성개념의 탐색적 요인분석 및 신뢰도 분석을 실시하였으며, 이를 다시 확인적 분석과 상관관계 분석을 실시하고 가설검정을 위하여 경로분석을 실시하였다.
분석결과 가설 1인 공공바이오클러스터의 특성이 클러스터 기업성과에 미치는 영향은 외생적요인과 내생적요인 모두 기업성과인 기술적성과와 재무적성과 및 비재무적성과에 유의한 영향을 미치는 것으로 나타나고 있어 가설 1은 채택하였다.
가설 2의 경우 공공바이오클러스터의 특성과 지원시스템 간의 관계에 관한 가설로 공공바이오클러스터의 외생적요인과 내생적요인 모두 실험동물시스템과 분석시스템에 유의한 영향을 미치는 것으로 나타나고 있어 가설 2는 모두 채택하였다.
가설 3의 실험동물시스템과 분석시스템을 지원시스템으로 하여 기업성과에 미치는 영향을 분석한 결과 흥미롭게도 실험동물시스템은 기업성과를 구성하고 있는 기술적성과, 재무적성과 및 비재무적성과 모두에 유의한 영향을 미치고 있다. 반면, 분석시스템의 경우 모든 기업성과 구성요소에 유의한 영향을 미치지 않는 것으로 나타나고 있어 가설 3의 경우 부분 채택한다.
가설 4의 경우는 실험동물시스템과 분석시스템의 매개효과에 관한 가설로 공공바이오클러스터의 특성과 기술적성과에 대한 매개효과에서 지원시스템은 매개효과를 나타내지 않고 있다. 반면, 공공바이오클러스터의 특성과 재무적성과에 대한 매개효과에서 지원시스템 중 실험동물시스템은 매개효과를 나타내고 있으며, 분석시스템은 매개효과를 나타내지 않고 있다.
공공바이오클러스터의 특성과 비재무적성과에 대한 매개효과에서 지원시스템 중 실험동물시스템은 매개효과를 나타내고 있으며, 분석시스템은 내생적요인과 비재무적성과간의 관계에서 매개효과를 나타냈지만, 외생적요인과 비재무적성과간의 관계에서는 매개효과를 나타내지 않고 있다.
이상의 가설검정 결과를 전체적으로 살펴볼 때, 매우 독특한 결과는 바로 공공기관바이오클러스터가 제공하는 분석시스템이 역할이 유의하지 않다는 점이며, 특히 매개효과에서도 분석시스템은 거의 유의한 효과를 나타내지 않고 있다. 또한 실험동물시스템 또한 공공바이오클러스터의 특성과 기술적성과와의 관계에서 매개효과가 나타나지 않고 있다는 점이다.
이는 공공바이오클러스터가 지원하는 실험동물시스템이나 분석시스템이 클라이언트 기업들의 요구하는 요건을 충분하게 지원하지 못하고 있다는 점으로 볼 수 있으며, 이러한 상황은 민간 기업들이 자생적으로 현장의 문제를 해결하기 위해 형성한 민간바이오클러스터의 필요성을 지지하는 실증결과라고 볼 수 있다.
따라서 공공바이오클러스터를 보완하고 좀 더 신속하고 효율성 있는 One-Stop 형태의 맞춤형 지원이 가능한 민간바이오클러스터의 필요성을 제시할 수 있다. 또한 향후 연구에서는 민간바이오클러스터가 가지고 있는 하드웨어와 소프트웨어를 조절변수로 하는 조절분석과 같은 연구가 요구된다.

This study examines the characteristics of public bio-clusters, which are currently leading the bio-industry in Korea, and demonstrates the public bio-clusters’ effect on the performance of cluster client companies to contribute to the improvement of the Korean bio-industry field and to enhance the capacity to effectively manage new infectious diseases, such as a severely acute respiratory symptom (e.g. COVID-19).
The study evaluates the mediating effects of the experimental animal system and the analysis system, which are the support systems existing inside the public bio-clusters, which have not been dealt with in previous research. Moreover, this study examines the problems and improvement areas of the public bio-clusters and finds ways for companies in the bio-industry to produce faster and more competitive results. In addition, this research attempts to explore the necessity of new type support systems such as a private bio-cluster that has been recently emerging.
The implementation process of this study is first to summarize the concept of the bio-industry and overall industry trends through theoretical research and to summarize previous studies on the relationship between the characteristics of Korean public bio-clusters, cluster client company performances, and public bio-cluster support systems.
In addition, a research model was established for empirical analysis, and hypotheses regarding the relationship between constituent factors were established to test the research model.
For the hypothesis test, operational definitions and measurement items regarding characteristics, company performances, and parameters of public bio-clusters were composed. In addition, the composition of the questionnaires and data collection and analysis methods were presented.
For hypothesis testing, exploratory factor analysis and reliability analysis of the demographic characteristics and constructs of the sample were performed, and confirmatory and correlation analysis were performed again, followed by path analysis for hypothesis testing.
As a result of the analysis, the effect of the characteristics of the public bio-clusters, which is Hypothesis 1, on the performance of the clusters, both exogenous and endogenous factors are shown to have a significant effect on the technical performance, financial performance, and non-financial performance, which are company performances. Hypothesis 1 has been adopted.
Hypothesis 2 is a hypothesis about the relationship between the characteristics of the public bio-clusters and the support systems. Both exogenous and endogenous factors of the public bio-clusters showed significant effects on the experimental animal system and the analysis system, Thus Hypothesis 2 has been adopted.
As a result of analyzing the effects on company performances using the experimental animal system and the analysis system of hypothesis 3 as the support systems, interestingly, the experimental animal system showed a significant effect on all the technical, financial, and non-financial performances constituting company performances. On the other hand, in the case of the analysis system, there was no significant effects on all company performance components. Thus, Hypothesis 3 has been partially adopted.
Hypothesis 4 is a hypothesis about the mediating effects of the experimental animal system and the analysis system. The support systems did not show mediating effects on the characteristics and technical performance of the public bio-clusters. However, in the mediating effects on the characteristics and financial performances of the public bio-clusters client companies, the experimental animal system had a mediating effect, and the analysis system did not show the mediating effects.
In the mediating effect on the characteristics of public bio-clusters and non-financial performances, the experimental animal system showed the mediating effects, and the analysis system had the mediating effect in the relationship between endogenous factors and non-financial performances, and exogenous factors and non-financial performances. There was no mediating effects in the relationship between non-financial performances.
There was a significantly unique result that the role of the analysis system provided by the public institution bio-clusters was not significant, and in particular, the analysis system did not show any significant effect even in mediating effects.
Also, the experimental animal system showed no mediating effects on the relationship between the characteristics of the public bio-clusters and the technical performance.
This can be seen as the fact that the experimental animal system or analysis system supported by the public bio-clusters did not sufficiently support the requirements of the client companies. It can be seen as an empirical result supporting the necessity of a private bio-clusters.
Therefore, it is possible to suggest the need for the private bio-clusters that complements the public bio-clusters and can provide more rapid and one-stop customized supports. It is advisable that future research conduct a control analysis using hardware and software of the private bio-clusters as control variables.
