In special logistics for steel coils and sheets, cargo is shipped and disposed of with reliance on manpower. Therefore, there is a very high possibility of the occurrence of accidents arising from human mistakes or negligence due to inexperience. Accordingly, there is a demand for the establishment of an operational system to prevent the possibility of accident occurrences in advance, and to check whether issues for the application of security and safety of the cargo required of special logistics, as well as an accurate list of the cargo loaded. It is necessary to inspect accurate shipping in order to align the balance of the ship.
However, the shipping inspection system is being operated inefficiently since it is being operated only in the offline domain.
The shipping inspection program proposed in this thesis is a system capable of special logistics preventing shipping errors that frequently occur onsite and quickly coping with the diversified demands of ship owners and logistics operators (trading companies) through ICT technology and a web-based integrated shipping inspection management system that secures the efficiency between the shipping work and the structural safety of the ships, and also considers security characteristics of the port areas. Problems with the currently implemented shipping inspections were analyzed and a web-based system for shipping inspection of special logistics at ports has been proposed in this study.
The process for shipping special logistics at the port should be defined based on workers'' know-how. The web-based shipping inspection program was defined and developed to reflect the needs of field workers as much as possible.
By using this system, the inefficiency of work progress has been improved, and it has greatly contributed to reducing costs and improving reliability due to product inspection. With the convergence of ICT and port logistics technologies, it can develop into new services, products, operations, and maintenance technologies. It can be confirmed that the technical ability to solve the inefficiency, which is a problem of the existing Supercargo system, is secured by fostering work-oriented
professional manpower required by the industry and developing a Supercargo system applicable to general ports.
