Porter & Kramer(2011) proposed the concept of Creating Shared Value(CSV) at a time when the limitations of Corporate Social Responsibility(CSR) gradually emerged. Creating Shared Value(CSV) is a concept for creating both ''economic value'' and ''social value'' to pursue profits in business activities. Since this concept appeared, the social role of companies has been emphasized. Meanwhile, service innovation is receiving major attention from industry and academia as a way to maintain and strengthen the competitiveness of companies. In recent years, the line between the service industry and the manufacturing industry is blurring, and the concept of products and services are increasingly converged, so service innovation plays an important role in the service economy environment.

The purpose of this study is to investigate the impact of creating shared value on service innovation through social capital. In addition, among the creation of shared value, an institution focusing on economic value and an institution focusing on social value was selected to verify the difference in impact on service innovation.

To this end, an expert group questionnaire was conducted to select an institution to be compared, and a questionnaire was conducted for employees of financial institutions and public institutions selected as a result. In this study, the research was conducted using questionnaires of 280 final financial institutions and 270 public institutions, and data were analyzed through SPSS 22.0 and SMART PLS 2.0.

As a result, for the whole sample, first, economic value has a positive effect on both structural and relational capital.
Second, social value has a positive effect on both structural and relational capital.
Third, structural capital has a positive effect on both service innovation behavior and service innovation.
fourth, relational capital has a positive effect on both service innovation behavior and service innovation.
On the other hand, for employees of financial institutions, it was confirmed that the social value of creating shared value did not positively affect social capital. This can be interpreted as a result indicating that financial institutions are relatively lacking in efforts to create social value compared to economic value.
In addition, it was confirmed that the relational capital of social capital did not affect service innovativeness in public institutions. This can be inferred that in public institutions, the service innovativeness of the organization cannot be exhibited only by the friendly relationship between institutions in trust and cooperation.

This study is meaningful in that it has contributed academically and practically to analyzing the impact of creating shared value on service innovation through social capital by comparing financial institutions and public institutions. Despite these contributions, financial institutions and public institutions are very broad industrial sectors, and internally, there are institutions with a lot of differences in character. Therefore, in future research, it is necessary to divide the organization''s internal organizations in detail and conduct sufficient research on the differences by industry type.
