This study conducted a verification of the mediating effect of “communication of intention” between the members'' appeals in the relationship between emotional leadership and organizational efficacy of the members on organizational effectiveness, which is the operational performance of the organization, in the leadership of the dean, that is, the leadership of the dean, which is recognized by the members of the administrative organization in China.,In this relationship analysis, the leadership of the leader and the efficacy of the members started to verify the relationship between organizational effectiveness, and above all, the importance of communication was verified to find ways to revitalize strategic communication for effective operation management of university organization members. For a series of analysis, the following results were derived from the survey of the members of the administrative organization working at the Chinese university. First, as a result of analyzing the difference by the characteristics of the respondents, there were significant differences in emotional leadership, component efficacy, communication and organizational effect according to gender, age, job and full-time employment., Second, as a result of the relationship analysis between variables, the variables of "self-regulation" and "self-management" of "social awareness" and "member efficacy" among the sub-variables of "emotional leadership" as independent variables had a significant effect on "organizational effectiveness".,Also, when the parameter communication was added, the sub-variables direction and acceptance had a significant effect., Third, as a result of multiple regression analysis on the "compensation" variable, which is a sub-variable of "organizational effectiveness", it was found that the "self-management" and "self-regulation" variables of "member efficacy" had a significant effect among the sub-variables of "emotional leadership" which is an independent variable., Also, when the parameter communication was added, the sub-variable acceptance variable had a significant effect.,Fourth, as a result of multiple regression analysis on the relationship variable, which is a sub-variable of the dependent variable organizational effectiveness, all the sub-variables of social awareness and member efficacy were found to have a significant effect on the sub-variables of emotional leadership. Also, when the parameter communication was added, the sub-variable directionality variable had a significant effect. Finally, as a result of multiple regression analysis on the sub-variables of the dependent variable organizational effectiveness, the sub-variables of the independent variable emotional leadership, self-regulation, self-regulation, and conflict efficacy had a significant effect on the sub-variables of emotional leadership., Also, the sub-variable of the parameter communication, directionality, had a significant effect. Therefore, this study emphasizes the importance of communication of each administrative organization members in educational institutions called universities once again, and emphasizes that the competitiveness of the organization in the 21st century should be based on communication, sharing and realization of relationship-oriented shared value based on it.
