최근의 세계정세에 따르면 전염병 확산, 국제범죄 및 테러는 국제 사회가 공조하여 대응해야 할 중요한 과제로 인식되고 있다. 특히, 폭발물, 화학물질 등에 의한 테러는 은폐성으로 인하여 사전 예방이 어려울 뿐만 아니라 한번 발생 시 그 피해가 막대하므로, 이러한 테러에 대해서는 세계 각국이 유효한 대책 마련을 위한 다양한 방법을 모색하고 있으며, 국제 사회 공통의 중요한 관심사로 대두되고 있다.
세계정세와 관련하여 우리나라도 2005년부터 마약 및 폭발물 또는 위험물질 등을 활용한 범죄 및 테러에 대한 효과적인 예방 수단으로 탐지견을 활용한 범죄 및 테러 대책의 중요성을 인지하면서 다양한 형태의 탐지견 운용제도를 제도화하기 시작하였다. 다만, 탐지견을 운용하는 세관, 경찰, 군, 민간경비 기관들의 탐지견 운용인력과 시설은 여전히 열악한 환경으로 나타나고 있다.
따라서 이 연구는 탐지견 운용과 관련된 제도 및 현황 파악을 토대로 그간 공공 및 민간영역에서 혼재됐던 탐지견 운영요령 및 지침의 일원화 및 탐지견 운용의 활성화를 위해 탐지견 제도 도입에 관한 필요성을 논의하고자 하였으며, 이를 통해 탐지견 제도의 정립 및 탐지견과 핸들러의 정체성 확립과 전문성 강화방안을 위해 우리나라 탐지견 제도 도입을 위해 고려되어야 할 개선사항에 대하여 대안을 마련하고, 탐지견 운영 및 관리에 관한 입법화를 위한 체계화 및 관리 방법 등을 제시하고자 하였다.
제1장 서론에서는 이 연구의 필요성과 목적에 대하여 첫째, 국내의 탐지견 운용과 관련하여 외국의 탐지견 운용현황과 선행연구 고찰을 통해 그 시사점을 제공, 둘째, 국내의 탐지견 운용의 상황을 바탕으로 현재 탐지견을 운용하고 있는 공공·민간기관의 핸들러들을 심층 면담하여 탐지견 제도도입의 필요성에 대하여 고찰, 셋째, 공공·민간기관 핸들러들의 심층면담을 통해 탐지견 제도도입에 있어 고려되어야 할 쟁점 사항들은 무엇인지 고찰하고, 이를 통해 도출된 요인들을 범주화하여 범주화된 내용을 토대로 효율적인 탐지견 제도도입 방안의 필요성을 언급하였다.
제2장 이론적 배경에서는 탐지견의 필요성과 탐지견의 역사적 배경, 탐지견의 유형, 탐지견 운영현황 및 주요국의 탐지견 운영사례에 대하여 고찰하였으며, 이를 통해 기존의 선행연구와 이 연구의 차별성에 대하여 언급하였다.
제3장 연구방법에서는 이 연구의 쟁점사항에 대한 연구모형 설계와 연구의 흐름도 및 연구참여자 특성에 대하여 언급하였다.
제4장 실증분석 결과에서는 연구의 주요 쟁점사항에 대한 요인별 실증분석을 통해 연구참여자들의 조사 결과를 토대로 시각화하여 분석 및 도출하였다.
제5장 쟁점별 탐지견 제도의 도입방안에서는 탐지견 제도의 도입과 관련하여 논의된 주요 쟁점사항에 대하여 입법유형, 업무범위, 자격제도 및 시험유형, 교육훈련, 감독기관, 협회설립의 6개 범주로 정리하여 도입방안을 제언하였다.
끝으로 제6장 결과에서는 이 연구의 필요성과 조사 분석결과 및 도입방안에 대한 내용의 정리와 이 연구의 제한점에 대하여 언급하였다.

According to the latest world situation, the epidemic spread, the international crime and terrorism are being recognized as an important task that will need to be responded with the international community cooperation. Especially, the terrorism caused by explosives and chemicals is not only difficult for the advanced prevention due to cover-up nature, but also huge in its damage given the once occurrence. Thus, this terror is being sought diverse methods for preparing effective measures by all countries of the world, and is emerging as the significant interests common to the international society.
In terms of the world situation, even our country began to institutionalize the detection dog operating system in various forms from the year in 2005 while perceiving the importance of crime & terrorism countermeasures with the application of a detection dog as the effective preventive measure for crime and terror of using drugs and explosives or dangerous substances. Still, the detection dog operators and facilities are being indicated to get poor surroundings in customs, police, military and civil security agencies that operate a detection dog.
Hence, this study aimed to discuss the necessity for the introduction of a detection dog system for the unification of detection dog management methods and guidelines, which have been mixed in the public and private sectors in the meantime, and for the activation of detection dog operation, based on grasping the system and the present status relevant to the detection dog operation. Through this, the objective was to arrange an alternative plan for the improvement that will need to be considered for introducing the detection dog system in our country, and to suggest systematization and management method for legislation pertinent to the detection dog operation and management, in order for a plan of developing a detection dog system, of establishing identity in a detection dog and a handler, and of strengthening expertise.
In the introduction of Chapter 1 as to the necessity and purpose of this study, first, it offered its implication through considering the detection dog operation status and the previous research in a foreign country, concerning the detection dog operation of our country. Second, it inquired into the necessity of introducing the detection dog system through the in-depth interview with handlers in public and private agencies that are operating a detection dog now, based on the situation of operating a detection dog in the country. Third, it considered what the issues are that should be weighed in the introduction of the detection dog system through the in-depth interview with handlers in public and private agencies. The factors, which were drawn through this, were categorized. On the basis of the categorized content, the necessity of a plan for introducing an efficient detection dog system was mentioned.
In the theoretical background of Chapter 2, it reviewed the necessity of a detection dog, the historical background of a detection dog, the detection dog type, the detection dog operation status, and the detection dog operation cases in major countries, and mentioned the differentiation between the existing previous research and this research through this.
In the research method of Chapter 3, it commented on the research model design, the research flow chart, and the research participants'' characteristics regarding the issues of this study.
In the empirical analysis result of Chapter 4, it visualized, analyzed and elicited on the basis of research participants'' survey outcome through the factor-based empirical analysis on the main issues of the research.
In the introduction plan of the detection dog system by issue in Chapter 5, it proposed the introduction method through arranging 6 categories of legislative type, work scope, qualification system & test type, educational training, supervisory institution, establishment of association as for the main issues that were discussed with regard to the introduction of detection dog system.
Finally, in the result of Chapter 6, it arranged the contents regarding the necessity of this research, the survey analysis outcome, and the introduction plan, and mentioned the limitations of this study.
