This study aims to evaluate Japan’s Official Development Assistance (ODA) projects in Thailand from 2011 to 2013 by deploying the Sendai Framework for Disaster Risk Reduction (SFDRR) and the Organization for Economic Cooperation Development (OECD) evaluation criteria. The ultimate goal of this dissertation is to assess the disaster-related development assistance activities from donor’s side, reviewing long term impacts of the projects. As one of the most disaster-prone countries in the world, Japan has actively reflected own recovery experiences to the SFDRR, and the Japan International Cooperation Agency (JICA) has played a crucial role in transferring its know how to developing countries. To assess the feasibility of the JICA’s practice, the dissertation adopts two flood risk management projects in Thailand - the Project for the Comprehensive Flood Management Plan for the Chao Phraya River Basin and the Project for Flood Countermeasures for Thailand Agriculture Sector ? after the 2011 floods. The analyses of the cases signify that the projects were efficiently and effectively conducted to satisfy Thai’s needs and requirements. The JICA achieved its short-term goal of providing multi-hazards risk analysis, using scientific data as well as the local knowledge. However, there was a de facto disaggregation between projects planning and the results; those achievements did not last for long because of a lack of the Thai stakeholders’ commitment and JICA’s post-project management. It is concluded that a development agency should consider impacts and sustainability of flood risk management projects more carefully from the stage of planning, and the practical application of the knowledge and technologies should also be monitored progressively after the completion of the project.
