본 논문은 근골격계질환 유해요인조사 결과보고에 대한 법적의무화 실효성 방안에 대한 연구로 제조업과 비제조업에 종사하는 근로자(관리감독자, 안전관리자, 보건관리자), 사업주에게 설문지를 배포하여 업종별로 비교분석 하였다.
근골격계질환 유해요인 현장조사 방식에 대한 설문결과, 제조업은 근골격계 유해요인조사를 ‘자제수행’ 하는 것으로 가장 많은 응답 수를 보였으며, 비제조업은 ‘자체수행’, ‘외부전문기관 지원, ’기타(모름)‘ 순으로 나타났다.
근골격계질환 유해요인조사 결과보고 법적 의무화의 실행 시 시행율에 대한 설문결과, 제조업은 유해요인조사의 결과보고 제도를 의무화 한다면 ‘잘 시행될 것이다’ 라고, 응답한 응답자가 가장 많은 응답수를 보였으며, 비제조업의 경우도 제조업과 동일한 결과를 보였다.
근골격계질환 유해요인조사 보고제도의 법적의무화에 대한 문제점에 대한 설문결과, 전체 설문응답자가 ‘기업의 비용 발생’을 응답하였으며, ‘기업경영 피로도 증가’, ‘중·소사업장 조사비용 발생’, ‘관리자 업무 증가’, ‘조사결과 왜곡’ 순으로 나타났다.
현행 근골격계 유해요인조사 주기 개선 대해 질문 결과, 제조업은 ‘정기 2년 실시 후 재해발생 시 주기 단축’ 이 가장 많은 응답수를 보였으며, ‘정기 2년에 1회’, ‘정기 1년에 1회’ 순으로 나타났다. 비제조업은 ‘정기 2년에 1회’, ‘정기 2년 실시 후 재해 발생 시 주기 단축’, 정기 3년 실시 후 수시만‘ 순으로 나타났다.
근골격계 유해요인조사 보고제도 의무화를 위한 첫 번째 제언은 조사자 자격 강화이다. 현행 인간공학기술사, 기사 자격 보유자들의 업무영역 확대를 위한 제도적 개선이 필요하다.
첫 번째 개선되어야 부분은 유해요인 조사자 자격강화 및 자격지정이다. 인간공학기술사, 기사이상의 자격취득자만이 할 수 있도록 개선이 필요하다. 만일 이 또한 어려움이 있다면 점진적으로 확대해 나아가야 할 것이다.
두 번째 유해요인조사 결과보고 검토제도를 신설하여, 자체적으로 시행하는 사업장의 조사결과를 인간공학기술사, 기사에게 신뢰성 평가를 받고 고용노동부에 보고를 하는 것 또한 좋은 대안이 될 것이라 판단된다.
근골격계 유해요인조사 실효성 방안을 위한 제도개선으로써 현 제도의 부족한 부분을 점차 개선해나가야 할 것이다. 근골격계 유해요인조사 실시율을 높이고 질환자 감시체계를 위해서는 중·소규모 사업장의 실시율을 높이는 방안을 정부 및 관계기관은 이에 관심을 두고 제도개선 계획을 수립하여야 할 것이다.
첫 번째, 노동부 유해요인조사 관리감독 계획이 수립이 되어야한다.
두 번째, 클린사업 비용을 줄이고 근골격계 유해요인조사 비용지원 계획을 수립할 필요가 있다고 판단된다.
세 번째, 우리나라는 작업환경측정과 같은 좋은 제도를 실시하고 있으며, 이 제도를 기반으로 근골격계 유해요인조사 지정기관 수립을 계획할 필요가 있다고 판단된다.
