본 연구에서는 SRF에 함유된 바이오매스성분의 온실가스영향을 확인하기 위해 고형연료제품 품질 시험·분석방법에 따라 B시 소재의 생활폐기물 연료화 및 발전시설에서 생산된 SRF의 물리적 조성에 대한 조사와 바이오매스함량의 분석을 수행하였고 온실가스 배출량을 산정하였다. 대상시설 SRF의 물리적 조성과 생산량을 바탕으로 2006 IPCC 가이드라인에 따라 SRF의 온실가스 배출량을 산정한 결과 함유된 바이오매스 성분을 연소할 경우 카본뉴트럴에 따라 매립시 소화가스로 발생하게 될 온실가스의 전량을 감축하는 효과가 있는 것으로 나타났다. 따라서 생분해성이 있는 폐기물은 따로 선별하여 연료화 및 에너지화 하는 것이 매립에 비해 온실가스 배출량 저감에 바람직하다고 판단되었다. 비닐·플라스틱류와 같이 화석연료에서 유래된 물질은 최대한 재활용하고 사용을 줄여 폐기물로의 발생량을 줄일 필요가 있다고 사료되며, 보다 정확한 소각기준 온실가스 배출량을 산정하기 위해서는 3성분(dm, 건조물질함량), 바이오매스 함량(FCF, 화석연료탄소함량), 원소분석(CF, 총 탄소함량) 등을 활용한 정확한 온실가스 배출계수 및 적용방법의 개발이 필요할 것으로 사료된다. 또한 자원순환기본법의 기준에서 볼 때, 단순 소각 및 매립보다는 폐기물 고형연료(SRF)시설을 활용하는 것이 폐기물의 감소와 매립장 수명 연장, 에너지 회수 등 자원순환과 온실가스 감축에 많은 기여를 할 것으로 판단되며, 이러한 이점을 잘 살리기 위해서는 폐기물 처분 부담금 및 폐기물 부담금 감면대상 기준을 완화할 필요성이 있다고 사료된다.
