Apartment-type factories are being integrated as they are undergoing industrial restructuring processes such as the introduction of high-tech knowledge industry and the integration of manufacturing and service industries in accordance with the advancement of industrial structure. As the government is concerned about the unstable economic situation and the contraction of business activities, the supply amount is steadily increasing due to the tax incentives and various policy support for the growth of small and medium-sized businesses and the activation of the local economy and the efficient use of the land. The number of disputes is also expected to increase.

Disputes cost unnecessary time and money, which are more damaging than the mutual benefit of the parties concerned. In order to minimize such acts as indirect capital is consumed in society, prior activities for preventing defects and for improving quality must precede the approval process.

An apartment-type factory is the crystallization of a collective building that combines commercial and office buildings, apartments, and factory facilities. Therefore, it is important to note that defects that may occur in apartment-type factories, apartments, and efficiency apartment, can have combined characteristics of both types of defects that occur in stores and office buildings, and the types of defects that may occur in factory facilities.

In order to prepare methods for preventing defects and improving the quality of apartment-type factories, the ratio of judgment to judgment of defects before approval of use was 77.5 percent, which is 3.4 times higher than that of defects after approval for use.

Based on these results, the analysis of defects before use was conducted at various angles and eight problems were derived that lead to defects.

According to a survey of 40 experts on issues identified, quality improvement is carried out through advance activities, and major actions are presented in each stage, and the degree of difference in experts'' perception of problems derived is verified and measures for prevention and improvement of defects prior to use approval were presented.
