With the development of the law, the field of records management has been developed continuously. But records management field is still a transition period because the basic principles related to records management may be shaken and the conceptual formulation is unclear. This situation creates more problems in areas outside the public sector. In particular, Despite the fact that private university records management is a must to be carried out within the legal framework, private university records management is not performed well. Consequently archives of private university can not serve as actual archives role, private university archivists are not able to use expertise as archivist.
The purpose of this study is to find out the standardized job through the detail work of private university archivists and to find out the difference between job importance of the archivists awareness and actual job performance of the archivists through job analysis. then basic data of research of proper and efficient work performance are presented.
The research methods of this study were based on literature survey, current survey and question investigation. For the analysis, first of all records management job areas analysis of one national university and one private university were conducted for drawing detailed work which is reflected the characteristics of private universities. then 51 detailed works were derived through review of four archivists. then the questionnaires were composed and the question investigations were conducted targeting private university archivists. the results were used to analyze Importance-Performance Analysis. this was analyzed in detail by IPA Matrix analysis. the results of the study are summarized as follows.
First, paired t-test and importance-performance difference of detailed works were analyzed. This shows that there is a statistically significant difference between the importance and the performance in most of the works, and it can be seen that the works are not performed well in comparison with the importance.
Second, as a results of analyzing the whole IPA Matrix, it was confirmed that historical records and exhibitions are important in private university record management and that is highly achieved work. also, production control, evaluation and disposal are not performed well. system building is also a difficult area to carry out. accordingly it has been revealed that the management of electronic records is not performed. in the case of browsing and lending of records, the performances were rather higher than the importance. this shows that the proportion of work which is not related to records management is high. as a those results, it is fact that private university overlooks basic records management which is establishment of records management institution, production control and appraisal for operating well such areas as historical record management and record information service.
Third, the common and difference of IPA analysis results of two groups which are archivists and non-certificated archivists were conducted. Consequently, private university archivists are now trying to perform functions as archivists such as collecting, classifying, organizing, appraising , disposing and preserving. private university archivists also consider that those roles is important. in addition, despite the work high understanding of non-certificated archivists, their performance is influenced by their institution and subjective thinking because the standard of judging the overall records management work is ambiguous.
In the case of private universities, the objectives of records management may be different, and the work performed by each private university is very different. also, there are cases in which the departments, certification and types of employment are varied. however, work importance of understanding is hight because records management work is carried out both archivists and non-certificated archivists. but environmental factors such as institutional awareness have had a significant impact on actual performance.
University records management policy direction of the national archives of korea is centered on national universities. In the case of private universities, the evaluation of university records management is neglected and depends on the internal support of private universities. therefore, there is a large variation depending on the interest and support of records management in institution. Consequently, the records management in private universities is very poor environment. In this situation, the national archives of korea should try to solve a fundamental matter as the central archives of korea to lead the development direction of records management in korea.
Proper job recognition of private university archivist is very important in order for the archives to play an appropriate role and the archivists to perform their proper functions. Consequently, it is expected that this study will be helpful as a basic data for raising the awareness of private university records management and performing efficient work of private university archivists.
