Abstract

Since the accident of Sewol, the policy complement of government and standard safety management for ferries have been strengthened, the effort to preventing the marin accidents for coasting ferries has been made. However, it is thought to study on the measures due to the continuous increase of marine accidents for costal ferries since 2013. In addition, as these marine accidents have been caused by human mistakes mostly, this study was to suggest the necessity in strengthening the ability of ferry workers by studying on the causal relationship between the introduction of leadership and teamwork education system which were currently applied and reduction of marine accidents.
This study minimized human limitations such as age, sleep and rest, psychological and emotional factors, work and relational stress, chemical intakes, and work loads of ferry workers. This study analyzed based on the statistics through the questionnaire on local ferry workers how to reduce marine accidents by improving on-ship organization, authority structure and responsibility, concentration and situation recognition, leadership strengthening, team working, on-ship training program, work management, applicable ability, knowledge on effective resource management, applying knowledge of decision making skill, and training of ship workers.
In inducing the causal relationship between the introduction of leadership and teamwork education system and reduction of marine accidents, it is expected that the marine accidents, especially caused by human factors, should be decreased by recognizing the necessity of leadership and teamwork education system to ferry workers and suggesting directions of improvement and development according to their importances.
