본 논문은 대한민국 제주도의 전기차 충전소 입지선정 계획에 관한 사례연구를다룬다. 본 논문의 목적은 모든 수요를 충족함과 더불어 충전소를 이용하는 수요, 즉 충전소간의 부하를 평준화할 수 있는 최적의 입지를 결정하는 것이다. 정부 또는 비영리 단체의 전기차 충전소 공공 서비스에서 전기차 충전소 입지들의 부하 평준화(load balancing)는 관련 서비스 네트워크를 평가하거나 선전하기 위한 주요 척도가 될 수 있다. 그럼에도 불구하고, 부하 평준화 기법은 이전연구들에서 큰 주목을 받지 못했다. 따라서 혼합정수계획모형의 제약식과 목적식에 부하 평준화 기법을 적용하였다. 또한 운전자가 목적지까지의 최단거리 경로 대신 우회경로를 선택하여 충전소를 이용할 수 있도록 최대 한계 우회거리를 고려하였다. 효과적으로 문제를 해결하기 위하여 휴리스틱 알고리즘을 개발하였다. 본 논문에서 제안한 휴리스틱 알고리즘에서 최대 한계 우회거리와 전기차 충전소 건설을 위한 예산 제약조건이 미치는 영향을 확인하기 위하여 다양한 수치해석을 수행하였다. 그 후 도출된 분석결과로 얻을 수 있는 영향력과 현실성 있는 시사점을 논의하였다.
