The purpose of this study is to solve a difficulty that prescriptive consulting of problem-solving access gives to daycare center, and to prepare basic information of a study to keep quality of daycare center excellently by suggesting positive direction of daycare center through strength-based access. Study contents to achieve the purpose of this study are as follows. First, awareness and requirement of experts and daycare teaching staffs of strength-based consulting of daycare center are examined. Second, a draft proposal of a strength-based consulting model of daycare center is developed. The researcher conducts literature review and investigation of a pilot study after setting purpose and basic direction of strength consulting of daycare center. Focus group interview is conducted twice targeting total 12 people such as 3 research staffs, 3 consultants, 3 directors, and 3 childminders. Through this, the researcher writes a draft proposal of questionnaire to investigate awareness and requirement of strength-based consulting of daycare center targeting daycare teaching staffs. Going through a preliminary survey with 15 people, a main survey is conducted targeting 300 daycare teaching staffs in Ulsan, and 222 final questionnaires are analyzed by using SPSS 21.0 Statistical Program. Based on analytical data, the researcher develops a draft plan of a strength-based consulting model of daycare center, and completes a final model by examining appropriacy targeting 10 experts. Study results can be summarized as follows. First, awareness and requirement related to strength-based consulting of daycare center through expert focus group interview are as follows. Problems of existing consulting are defined, and detailed direction of strength-based consulting of daycare center is drawn in the way to improve it. Problems of existing consulting are ‘featureless consulting applying a valuation basis’, ‘insufficient professionalism of consultants’, ‘reality that does not accord with consulting support request’, and ‘problem-solving consulting as another check of guidance’. The ways to improve consulting are ‘reeducation of teachers through two way consulting’, ‘training customized consultants by fields and building cooperation system’, and ‘virtuous circulation consulting’. In addition, about strength-based consulting of daycare center, a possibility as positive consulting such as ‘the importance of awareness and discovery of strength of daycare center’ and ‘the potential for change through the use of strength of daycare center’ can be confirmed. In detailed contents of consulting model, the purpose of consulting is to find identity of characterized institution, and the subject of consulting is spontaneous participation of members of daycare center. In addition, consulting area should be related to strength appraisal of daycare center, and consulting method and consultant area should be discriminatively constructed by areas. Second, development of a final model reflecting a survey of awareness and requirement of daycare teaching staffs reflecting focus group interview is as follows. ‘Industry-academy-government’ model is a prime model in consulting operating system, and number is twice a year, so this si reflected. Requirements of area of strength-based consulting of daycare center are in the order of relationship, professionalism, ethicality, method, regionality, positive coordination, and closeness to nature, and total 6 areas are divided by combining the closeness to nature with other area through appropriacy examination of experts. Preference for in-house learning and site visit support as consulting methods is high. In addition, in case of consultation, requirement for consultation of consultants is high in relationship and positive coordination in comparison with other areas, so consulting methods by areas are differed. In case of consultant, preference rates of daycare expert, site expert, expert in the interest world, and consultant are different by areas, and team collaboration of two persons occupies the highest rate in support system of consultants, so arrangement of consultants according to each are is divided. Lastly, 82.4% of the whole cases reveal their opinion ‘participating in this consulting’, and positive consulting stitutionalization of institutions is the highest rate as the way to invigorate consulting. In addition, the way to invigorate through ties with refresher training for daycare teaching staffs is suggested.
