For the railway safety in domestic, the Railway Safety Act that the train driver''s license system was implemented have been introduced for nine years. In this meantime, driver''s license system need to be conformed whether It is settled as a proper one for railway safety. So this paper try to perform the empirical analysis on the system for railway safety.
In order to research, this paper used the two kinds of method. The one way is that the driver’s license system would be compared with the aptitude test system which has been reliability from the railway fields before the Railway Safety Act promulgated. Both systems analyzed the datum that was collected from Human Resource Development Center of Seoul Metro. And also carry out a survey targeting train drivers who acquired the driver’s license after the Railway Safety Act promulgated. The other way is the consideration of the former papers and reports associated with aptitude test and the driver’s qualification system.
The result of research is analyzed that the driver’s license system has validity on the railway safety because it has similarity to the aptitude test system. There is a positive(+) correlation the written test for driver’ license and the intelligence and total reaction test for aptitude. Also has a positive(+) correlation the practical test and the total reaction test but there is no difference between the practical test and the intelligence test.
This study considers two system through the previous studies of domestic and abroad. As a result, driver’s license system was needed the reinforcement of educational content and modification of the lecture time.practical test should be minimized the subjective judgments of assessors. For this thing, standards-based procedure of assessments must be taken on practical test for fairness.
previous studies claimed that some of the items on the aptitude tests need to improve. The test items for Future study must research whether the aptitude test items should be appropriate. In addition, the driving aptitude test for the commercial driver of the road transport field need to be carefully studied because this system have programs to be taken the rehabilitative education for the unsuitable aptitude things of drivers. The program has been reduced the traffic accidents and failures which caused by human errors. In this way, whether the drivers on the railway field may also be suitable or not from the future researches.
Additionally, the railway researchers will make efforts continuously for improving the human error in more and more studies as the government and the railway operating companies may have their interest in both systems. If so, this study look forward to get a good result to reduce the railway accident with the development of these two systems.
