An astonishing fire accident in Daegu subway station occurred on the February 18th of 2003 which resulted in the demise of 192 people and the injuries of 151 people. Following that, the Korean government had to suffer from their financial loss of 57 million (in dollars) out of such horrible accident. As a result of such happening, the train drivers’ responsibility and techniques to keep the passengers safe became quite questionable. Therefore, the government passed the Railway Safety Act on the 2004 October 22nd in which all the train drivers are required to possess a license. In addition all the engineers were to hold a license after July of 2006.
A train operated in a crowded city such as Seoul, contains about 3,000 people during the rush hour while their safety is relied on one train driver when an accident occurs. Therefore, educating these train drivers rigorously and systematically will eventually increase the responsibility and techniques of those train drivers which will guarantee the passengers with safety. Even though the railroad management organization trained the train drivers, the government took over to strictly strengthen the standards to earn a license as a train engineer after July of 2006. In order to get a license, a train driver is required to take physical, aptitude, educational, and license examinations.
This experiment is designed to certify the effectiveness of the License Act empirically by surveying the opinions, provided with reviewing the previous research as well as looking into the texts regarding railway related laws. As a result of the experiment, the train drivers’ responsibility and techniques improved out of the government’s attempt to fortify the process to get a license, the passengers’ safety was strongly assured. Even for the ordinary people, the License Act happens to be efficient after a lot of talented and potential engineers who own the licenses kept the passengers safe.
In addition, through the experiment, for amateurs, 700 hours of education training hours seems appropriate. However, 210 hours for professional seems to be scarce according to the experiment. Especially for professionals, the licenses should be easier to obtain, and they need to be given sufficient amount of time to be educated for their knowledge as a train drivers.
